जनताको निकटतम दूरीमा रहेर सेवा प्रवाह गर्ने र स्थानीय लोकतन्त्रको अभ्यास गर्ने गरी संविधानद्धारा नै व्यवस्था गरिएको सरकारको स्वरुपलाई स्थानीय सरकारको रुपमा चिनीन्छ । नेपालको संविधान को भाग १७ धारा २१४ मा स्थानीय तह सम्वन्धि कार्यकारिणी अधिकार संविधान र सङघीय कानुनको अधिनमा रही गाउँ कार्यपालिका वा नगर कार्यपालिका निहीत रहनेछ र यिनिहरुले प्रयोग गर्ने अधिकारकोे व्यवस्था अनुसूचि८मा गरेको छ । नेपालको सविधानको भाग–५ ले राज्यको संरचना र राज्यशक्तिको बाँडफाँड गर्ने सन्दर्भमा स्थानीय तहको व्यवस्था गरेको छ । जस अनुसारस्थानीय तह अन्तर्गत गाउँँपालिका, नगरपालिका र जिल्ला सभा रहने व्यवस्था गरेको छ । हाल नेपालमा ७५३ वटा स्थानीय तहहरु रहेका छन् जिल्ला संख्या ७७, महानगरपालिका ६, उपमहानगरपालिका ११, नगरपालिका २७६, गाउँपालिका ४६० र वडा संख्याहरु ६७४३ रहेका छन् ।
